Overview
HUD’s Continuum of Care (CoC) Program funds housing and supportive services for people experiencing homelessness. The Collaborative Applicant (RIHousing) submits an annual application in response to HUD’s CoC Notice of Funding Opportunity (NOFO) (FY24 was the first year there was a two-year NOFO). In response to the NOFO, the Collaborative Applicant (RIHousing) gathers and submits various applications from nonprofit organizations and also submits a CoC Collaborative Application. HUD scores the collaborative application, and the score received determines whether the RICoC receives funding for new projects.
Organizations can submit project applications to fund housing and supportive services directly to the RICoC. The RICoC announces its request for project applications through the release of a Request for Proposal (RFP).
What does the CoC Program fund?
The CoC Program offers two kinds of funding: renewal and new. Renewal funding is available exclusively to existing CoC projects that wish to apply for another year of funding. New funding is available to fund (1) existing activities that do not currently receive CoC funding or existing projects wishing to expand their scope of services, and (2) completely new projects. The amount of new funding available and the activities it can fund vary from year to year. Historically, funding has been available for the following CoC-eligible project types:
- Rapid Re-Housing (RRH)
- Joint Rapid Re-Housing – Transitional Housing (TH-RRH)
- Permanent Supportive Housing (PSH)
- Supportive Service Only (SSO)/Coordinated Entry
- HMIS
The CoC Program does not fund:
- Emergency shelter;
- Assistance for people who are currently housed

Apply for the RICoC Local Competition
The Rhode Island Continuum of Care (RICoC) local competition for HUD Continuum of Care (CoC) funding is open. This process will determine how funds from the anticipated FY2026 HUD CoC Notice of Funding Opportunity (NOFO), expected on May 29, 2026, will be allocated. Application Deadline: All new project applications are due by June 12, 2026, at 3 p.m. EST. This includes applications from current grantees who cannot renew existing projects due to new HUD limits on the share of funding that may be used for renewing existing permanent housing projects.
To support applicants, RICoC will offer two remote video webinars focused on new project applications. The first information session is on May 19, 2026, from 1:30pm – 3pm
