Resources for CoC Recipients
The RICoC offers various resources to support organizations in implementing their CoC projects.
RICoC Recipient Tool Kit
The Rhode Island CoC Recipient Toolkit provides CoC Program Recipients and those who anticipate becoming a recipient with an overview of the requirements of the CoC Program, links to key resources, and sample templates and tools to meet the federal financial management requirements and CoC program expectations and requirements.
RICoC Policies and Procedures
The RICoC Board of Directors has adopted policies to ensure compliance with HUD regulations and to support efforts to assist homeless and at-risk residents in Rhode Island in obtaining housing, economic stability, and an enhanced quality of life. The Policies and Procedures also serve as written standards that include the core requirements and community standards for operating PSH and RRH projects.
RRH and TH-RRH Youth Project Written Standards
HUD created the Transitional Housing-Rapid Rehousing joint project component to allow communities to address a gap in supportive housing programs. The RICoC Board adopted the RRH and TH-RRH Youth Project Written standards to serve as a framework of policy requirements to guide TH-RRH program recipients in implementing their projects.
Additionally, to ensure that all youth-serving programs of the same project type align with written standards, these standards also apply to all CoC-funded RRH programs that are youth-serving but are not joint component projects
FY25 CoC Performance Scoring Standards
The RICoC Board has adopted the FY25 CoC Performance Scoring Standards to evaluate the performance of CoC-funded projects. The RICoC uses the performance scoring rubric to evaluate the programs, score each program, and submit a project priority list that ranks programs from highest scoring to lowest. The highest-ranked projects are prioritized for continued funding by HUD. The RICoC encourages recipients and subrecipients to familiarize themselves with the performance scoring standards to inform their project implementation practices.
