Overview
HUD’s Continuum of Care (CoC) Program funds housing and supportive services for people experiencing homelessness. The Collaborative Applicant (RIHousing) submits an annual application in response to HUD’s CoC Notice of Funding Opportunity (NOFO) (FY24 was the first year there was a two-year NOFO). In response to the NOFO, the Collaborative Applicant (RIHousing) gathers and submits various applications from nonprofit organizations and also submits a CoC Collaborative Application. HUD scores the collaborative application, and the score received determines whether the RICoC receives funding for new projects.
Organizations can submit project applications to fund housing and supportive services directly to the RICoC. The RICoC announces its request for project applications through the release of a Request for Proposal (RFP).
What does the CoC Program fund?
The CoC Program offers two kinds of funding: renewal and new. Renewal funding is available exclusively to existing CoC projects that wish to apply for another year of funding. New funding is available to fund (1) existing activities that do not currently receive CoC funding or existing projects wishing to expand their scope of services, and (2) completely new projects. The amount of new funding available and the activities it can fund vary from year to year. Historically, funding has been available for the following CoC-eligible project types:
- Rapid Re-Housing (RRH)
- Joint Rapid Re-Housing – Transitional Housing (TH-RRH)
- Permanent Supportive Housing (PSH)
- Supportive Service Only (SSO)/Coordinated Entry
- HMIS
The CoC Program does not fund:
- Emergency shelter;
- Assistance for people who are currently housed

Apply for the RICoC Local Competition
The Rhode Island Continuum of Care (RICoC) local competition for HUD Continuum of Care (CoC) funding is open. This process will determine how funds from the anticipated FY2026 HUD CoC Notice of Funding Opportunity (NOFO), released on June 1, 2026, will be allocated.
The New Projects RFP was first posted on May 11, 2026. After HUD released their FY26 CoC NOFO, the New Projects RFP was revised to align with the HUD CoC NOFO. Click here to read the revised local competition request for proposals (RFP). (Revised RFP posted on June 9, 2026).
As of 6/15/26, only the New Projects portion of the local competition is open. The portion of the process that applies to existing grants seeking renewal is not yet open. We anticipate opening the renewal process during the week of June 29, 2026.

Application Deadline for New Projects: All new project applications are due by June 22, 2026, at 12 p.m. EST. This includes applications from current grantees who are submitting a new project application to transition their projects to another project type.

To support applicants, the RICoC offered three remote video webinars focused on new project applications on May 19, May 20, and June 12. Recordings of these sessions are available on our YouTube Channel. We recommend starting with the recording of the 6/12 session for the most up to date information.

- CoC NOFO 2026 Key Information: The document summarizes and presents key information applicants need to know about the NOFO.
- FAQs FY26 Competition: The FAQ document includes questions and answers related to the FY26 Competition, gathered from interested applicants during information sessions, office hours, and meetings with existing grantees.
- RICoC Transitional Housing Overview: During the FY26 competition, HUD has made Transitional Housing an eligible project type. To support applicants interested in applying for new Transitional Housing projects, the RICoC has created a brief overview document to help them in the application process.
- Service Agreement Sample: Transitional Housing (TH) programs provide temporary housing and intensive supportive services to help participants move toward permanent housing. Participants are expected to engage in 20 hours of services per week. This sample service agreement outlines the roles and responsibilities of both the program and the participant and is intended to help programs establish a clear partnership with clients.
- Service Agreement Recovery Focused Sample: This sample service agreement is another example of how programs can tailor their agreements with clients. While this sample is geared toward programs that offer recovery services, programs are encouraged to adapt it as needed to match their own service model.
- Weekly Individualized Schedule Services Sample: This weekly individualized service schedule is a sample tool designed to illustrate how TH programs can structure service plans to help each client meet their required weekly service hours. The schedule includes 40 hours of example activities that may count toward service requirements. These examples are illustrative and not a comprehensive list of all eligible services. TH clients are required to complete 20 hours of services each week; the 40 hours of examples are provided to give programs a sense of the range of available options.
- Guidance Non-Compliance with Services: Participation in services is a core component of Transitional Housing programs. This document is intended to guide programs on how to respond when a client is not engaging in required services. It provides information on strategies to reengage clients, reinforce expectations, and support continued program participation.
- FY26 Ranking and Reallocation Policy: This document covers the review and scoring thresholds for both new and renewal projects, as well as reallocation of unspent funds.
